Sure, the note at the bottom saying "with the exception of the last two groups" is your immediate give-away. Anytime an axis on a chart like that is manipulated it is suspicious. Sometimes you use a log scale to accentuate something but most of the time, particularly in a case where they did it for only very specific groups AND they didn't call it out in different colors or something, it is to manipulate the facts.
